Sida has adopted an Action Plan for preventing and mitigating corruption 2020-2023, which addresses corruption both from a development perspective and a risk perspective. Jonas is the Team Leader for an assignment to develop a simple and user-friendly M&E framework for the Action Plan. Commissioned by Sida’s Policy Support Unit, the assignment includes constructing a Theory of Change, defining indicators and baselines, and developing data collection tools.
FSDT is the Tanzanian arm of the pan-African FSD family; a network of nine independent entities working alongside governments, businesses, civil society, research institutions, regulators and policy makers to develop more inclusive financial systems. Jonas is the Team Leader for the evaluation of the FSDT Strategy 2016-2020, which has been commissioned by the Embassy of Sweden in Tanzania. The evaluation focuses on the relevance, effectiveness and sustainability of the FSDT, taking into account experiences and lessons from the wider FSD network.
EcoContact, a Moldovan environmental CSO, has received core support from Sida since 2018. Jonas has been contracted to carry out a summative evaluation of the core support, assessing the current status, achievements and remaining challenges of EcoContact. The evaluation is part of the project “Organisational development for core support partners in Moldova”, commissioned by the Embassy of Sweden in Moldova and implemented in cooperation with Swedish Development Advisers.
The Swedish government will adopt a new regional strategy for Swedish development cooperation with Sub-Saharan Africa for the period 2022-2026. Jonas has been contracted by the Embassy of Sweden in Ethiopia to conduct a democracy and human rights context analysis that will feed into the new strategy. The analysis should present the latest data and trends over the past five years.
Jonas is conducting two training seminars for Moldovan CSOs – the first one focusing Strategic Planning and Results-Based Management, and the second on Good Governance, Anti-Corruption and Audit. The (remote) training is part of the project “Organisational development for core support partners in Moldova”, commissioned by the Swedish Embassy/Sida and implemented in cooperation with Swedish Development Advisers.
As part of the follow-up of the Strategic Partnership Agreement (SPa) with the Danish Ministry for Foreign Affairs (MFA), Jonas has been contracted by Action Aid Denmark to conduct remote financial reviews of two its partners – Action Aid Kenya and Action Aid Uganda. The objectives of the reviews are to assess compliance with SPa Guidelines, the general control environment, risk management, including anti-fraud system, and the management of local partners.
