Evaluation of Swedish civil society support in Ukraine

Sweden has provided core support and capacity development assistance to Ukrainian civil society organisations since 2010. The main purpose has been to promote transformation from project-focused to mission-based and strategy-oriented – and increasingly sustainable – organisations. Commissioned by the Embassy of Sweden in Kyiv, the objective of the evaluation was to determine the relevance, effectiveness, efficiency, impact and sustainability of the support, and provide recommendations on future approaches and delivery mechanisms.

 

Organisational reviews of Pronaturaleza and IBC in Peru

Pronaturaleza and Instituto del Bien Común (IBC) are two Peruvian NGOs supported by Norwegian International Climate and Forest Initiative (NICFI) since 2021. The reviews aimed at assessing the performance and systems of the two organisations with a focus on organisational structure and governance, financial control, results management, and partnerships. The organisational reviews serve an important control function but are also expected to help grant recipients understand their strengths and weaknesses.

 
 

Training on Theory of Change, MEL and gender

This was a two-day training for project leaders from three Swedish authorities – the Swedish National Court Administration, Swedish Prosecution Authority and Swedish Prison and Probation Service. The purpose was to enhance knowledge and skills for results-based management and methods for project development and MEL from a gender perspective. The training also provided an opportunity to reflect on lessons from previous cooperation and start developing a Theory of Change for a new project in Albania.

 

Regional democracy and human rights analysis of Sub-Saharan Africa

This report was commissioned by the Embassy of Sweden in Ethiopia as an input to the new regional strategy for Swedish development cooperation with Sub-Saharan Africa for the period 2022-2026. The specific objective of the assignment was to provide a comprehensive, yet compact, contextual thematic analysis, summarizing trends in the field of democracy, human rights and governance over the past five years.

 

Technical assistance for setting up a democracy, human rights and anti-corruption fund in Albania

The purpose of the assignment was to support the Embassy of Sweden in Tirana in evaluating options and proposing the best set-up for a Democracy, Human Rights and Anti-Corruption (DHRA) Fund in Albania. The specific objectives were to develop a Theory of Change and results framework and advise the Embassy on the most efficient institutional set-up and management arrangements for the Fund, ensuring synergies with the support of other donors.

Cost efficiency and cost effectiveness review of Save the Children Norway

With support from Norad, Save the Children Norway (SCN) is working to support to education, child protection and child rights governance in 16 countries. The overall purpose of the review was to establish how economical, efficient, cost effective and equitable SCN’s programmes are, and whether an appropriate balance is struck between these sometimes competing criteria. Three country case studies (Malawi, Lebanon and Colombia) were conducted to this end.

 

Evaluation of the Financial Sector Deepening Trust in Tanzania

FSDT is the Tanzanian arm of the pan-African FSD family; a network of nine independent entities working alongside governments, businesses, civil society, research institutions, regulators and policy makers to develop more inclusive financial systems. Commissioned by the Embassy of Sweden in Tanzania, the evaluation sought to assess the implementation of FSDT’s Strategy for 2016-2020, also considering experiences and lessons from the wider FSD network.

 

Evaluation of Swedish Political Party Support

Since the mid-1990s Swedish political party-affiliated organisations have received government funding for international development cooperation activities. The support is geared towards strengthening sister parties and democratic multi-party systems in developing countries. The evaluation assessed the government strategy for such support, with a focus on the funding mechanism and methods for supporting women’s political influence. Case studies were done in three countries.
